Flood Mitigation Assistance Funds Available
FEMA has informed us that there are remaining funds still available under the Flood Mitigation Assistance (FMA) FY 2009 grant program. Up to $20 million is still available nation-wide in federal FMA FY 09 grant funds. Therefore, we are actively encouraging towns and local agencies to apply for FMA grant funds to mitigate flood-impacted properties and structures. The following is a list of potential projects that could be funded under the FMA program:
All applicants should note the following eligibility requirements: 1) applicant must have a FEMA-approved and adopted local mitigation plan and 2) affected properties must be insured under the National Flood Insurance Program (NFIP) at the time of application submission. Flood insurance must be maintained at least through completion of the mitigation activity.
Applications are submitted electronically through FEMA’s online web-based portal, known as e-Grants. All prospective applicants should contact VEM for an e-Grants user name and password; previously issued user names and passwords may be used. E-Grants can be accessed through the following secure website: https://portal.fema.gov For your convenience, I am also forwarding a copy of FEMA’s grant guidance document (see attachment). Please review the specific sections dealing with the FMA program, especially p. 13-15 and p 60.
All projects are subject to selection by the State Hazard Mitigation Project Selection Committee and must also meet with FEMA Region 1 approval, including a full environmental review. Successful applications must undergo a complete benefit-cost analysis (BCA) using a FEMA approved methodology, yielding a benefit-cost ratio of at least 1.0 or greater. Some assistance is available at VEM to assist with completing the BCA requirement.
Deadline: there is no formal deadline per se for FMA FY 09 applications; however, we encourage early submittal of applications, not later than the end of the current calendar year. The sooner the application is submitted, the greater the chances of funding.
